Welfare Has a Ceiling: Where It Stops, and Why Il welfare ha un soffitto: dove si ferma e perché

Between 1945 and 1975, much of Western Europe and North America built the modern welfare state: public healthcare, free education, pensions, unemployment benefits. Inequality within those countries fell to the lowest levels ever recorded. It was a success.

If welfare worked so well, why has our story, so far, shown that structural impoverishment cannot be corrected? The answer lies in a distinction.

Welfare acts on how a single country redistributes what it produces internally, how much is reinvested and how much goes to workers. But the transfer of value between different economies depends only on the balance of power between countries, not on how each manages its own surplus internally. These are two independent variables. A country can redistribute very successfully within its borders while remaining, at the same time, a dominant node in the global network. That is exactly what happened in Western Europe and North America during those thirty years: welfare made those countries fairer internally, without touching their position at the top of the world system.

There is, however, also a limit to redistribution, and it is internal to the system itself, not imposed from outside. If a country raises too far the share of surplus it directs to wages instead of reinvestment, the capital available to compete shrinks. Beyond a certain threshold, redistributing more starts to cost more than it yields. In this way, the country loses competitive ground faster than it gains in distributive justice. It is a curve that rises and then falls, not a line that climbs forever.

C'è però anche un limite alla redistribuzione ed è interno al sistema stesso e non imposto da fuori. Se un paese aumenta troppo la quota di surplus che destina ai salari invece che al reinvestimento, il capitale disponibile per competere si riduce. Oltre una certa soglia, redistribuire di più comincia a costare più di quanto renda. In tal modo, il paese perde margine competitivo più in fretta di quanto guadagni in giustizia distributiva. È una curva che sale e poi scende, non una linea che sale all'infinito.

This threshold, however, is not fixed over time. It depends on how easily capital can move from one country to another. In the years after 1971, with the end of the Bretton Woods system and the progressive liberalisation of capital movements, that mobility grew enormously. The result is that the maximum sustainable redistribution threshold has progressively narrowed. The welfare state found itself operating under increasingly tight conditions, while capital gained the ability to relocate far faster than it could in the 1950s.

Questa soglia, però, non è fissa nel tempo. Dipende da quanto facilmente il capitale può spostarsi da un paese all'altro. Negli anni successivi al 1971, con la fine del sistema di Bretton Woods e la progressiva liberalizzazione dei movimenti di capitale, quella mobilità è cresciuta enormemente. Il risultato è che la soglia massima di redistribuzione sostenibile si è progressivamente ristretta. Il welfare state si è trovato a operare in condizioni sempre più strette, mentre il capitale acquisiva la capacità di spostarsi altrove più rapidamente di quanto potesse fare negli anni Cinquanta.

There is one last possibility to consider: a country that closes itself off entirely from international trade. An isolated economy suffers no capital flight, so it can set its own internal redistribution free of the mobility constraint. But it also loses access to the flow of value that, as we saw in the third and fourth episodes, allows dominant countries to be generous at home. The result is a smaller welfare state, even if a more stable one. No configuration eliminates the constraint. Each configuration merely shifts the kind of cost that is paid.

C'è un'ultima possibilità da considerare, quella di un paese che si chiude completamente al commercio internazionale. Un'economia isolata non subisce fughe di capitali, quindi può fissare la propria redistribuzione interna senza il vincolo della mobilità. Ma perde anche l'accesso al flusso di valore che, come abbiamo visto nella terza e quarta puntata, permette ai paesi dominanti di essere generosi al proprio interno. Il risultato è un welfare più piccolo, anche se più stabile. Nessuna configurazione elimina il vincolo. Ogni configurazione sposta soltanto il tipo di costo che si paga.

One last question remains, the one that closes this series: if neither the growth of a single country, nor a change of hegemony, nor welfare on its own solves the problem, what can actually be done?
